FORMULASI STRATEGI PENGEMBANGAN DAN PENGUATAN KLASTER INDUSTRI (Studi Kasus: Industri TPT Kaos Surapati)

Klaster industri merupakan suatu pendekatan yang dipandang sesuai bagi pembangunan industri dalam menghadapi perubahan lingkungan industri yang strategis. Dengan pengembangan dan penguatan struktur industri, suatu daerah/negara semakin memiliki peluang mengembangkan potensinya dan untuk bersaing di arena global.
Sentra Industri Surapati merupakan salah satu dari penataan lima kawasan sentra industri di Kota Bandung. Departemen Perindustrian dan Perdagangan Provinsi Jawa Barat telah memilih sentra industri Surapati sebagai industri TPT (titik masuk), karena potensi ekonomi, pengembangan tenaga kerja serta kemudahan akses sentra industri kaos surapati dirasa sangat strategis sebagai titik masuk bagi pengembangan klaster industri TPT di Provinsi Jawa Barat. Sentra industri kaos Surapati juga merupakan model bagi pengembangan klaster industri TPT nasional.
Tujuan yang ingin dicapai pada penelitian ini adalah untuk mengidentifikasi faktor determinan yang mempengaruhi perkembangan klaster industri, serta untuk memformulasikan rencana implementasi dari kebijakan industri. Formulasi strategi ini disusun berdasarkan Model Diamond Porter dan analisis SWOT.
Hasil dari penelitian mengajukan strategi “jaga dan pertahankan”, yang mencakup alternatif strategi penetrasi pasar dan pengembangan produk. Prioritas strategi untuk pengembangan dan penguatan klaster industri kaos Surapati ditentukan dengan menggunakan metode Delphi dan hasilnya menunjukkan bahwa pengembangan produk adalah merupakan strategi terbaik.

ABSTRACT
Industrial Cluster is an approach which is appropriate for industrial development in coping with the change of strategic environment. By developing and strengthening industrial structure, a region/nation has more opportunity to develop its potential and to compete in global arena.
Surapati industrial area, as one of the five industrial area, is located in Bandung City. West Java Province’s Department of Industry and Trade has choosen Surapati industrial area as an TPT’s core (entry point), because its economics potential, manpower skill, and accebility is very strategic as an entry point for developing of TPT’s industrial cluster in West Java Province. Surapati industrial area also represents a role model for developing TPT’s national industrial cluster.
The aims of this research are to identify the determinant factor in developing industrial cluster and to formulate the implementation plan of the resulted industrial policy. The formulation of strategy is based on Diamond Porter Model and analysis.
The result of the study proposes “hold and maintain” strategy that consist of the strategy of market penetration and product development. The priority of the strategy for developing and strengthening Surapati T-shirt industrial cluster is determined by using the Delphi method and the result shows that product development is the best strategy.
