Abstrak
Kajian sosial ekonomi toko modern untuk solusi kompromi dengan toko tradisional mengacu UU No 7/2014 sebagai dasar pertimbangan kebijakan dalam pembuatan perda tingkat 2. Dalam studi kasus hypermart Batu town square adalah sebuah fenomena yang cukup sensitive, hal ini berhubungan erat dalam tata kelola dalam kebijakan pemda Solo cukup sukses dengan strategi kebijakannya, akan tetapi daerah tingkat 2 lain di Indonesia kebingungan dan cenderung enggan membuat perda secara detail akibat tidak memiliki kemampuan dalam memahami fenomena ini dengan baik. Batu adalah daerah yang unik berkenaan dengan keberadaan toko moderrn dengan melihat karakteristik wilayah dan masyarakatnya yang didominasi oleh petani tradisional serta kepadatan penduduk yang fluktuasinya tajam antara hari libur dan tidak. Permasalahan terjadi rebutan pelanggan antar pengecer saat bukan hari dan musim wisatawan berkunjung (senin, selasa, rabu, kamis, jumat). Penelitian ini dilakukan untuk sumbangan pemikiran tentang realita agar bisa sebagai dasar supaya tidak terpicu oleh aksi-aksi kontraproduktif yang bisa membuat citra daerah tercemar dan bisa mengurangi animo wisatawan .Metode yang dilakukan adalah melakukan survey, wawancara dan pengamatan dimana secara empiris akan cukup menggambarkan dengan baik dalam menyimpulkan.

Abstract
The socioeconomic studies of modern stores for compromise solutions with traditional stores refer to UU No 7/2014 as the basis for policy considerations in the making of a second-level perda. In the case study of hypermart Batu town square is a fairly sensitive phenomenon, it is closely related to governance in policy the local government of Solo is quite successful with its policy strategy, but other 2nd level regions in Indonesia are confused and tend to be reluctant to make perda in detail because they do not have the ability to understand this phenomenon well. Batu is a unique area with regard to the existence of modern shops by looking at the characteristics of the region and its people dominated by traditional farmers as well as the population density which fluctuates sharply between holidays and no. The problem of customer seizure among retailers when not the day and season tourists visit (Monday, Tuesday, Wednesday, Thursday, Friday). This research is conducted for the contribution of thoughts about reality in order to be the basis so as not triggered by counterproductive actions that can make the image of the polluted area and can reduce the interest of tourists. The method is doing survey, interview and observation where empirically will be enough to describe well in concluding.
