Perencanaan Strategi Penerapan Teknologi DVB-T di LPP TVRI

Dengan ditetapkannya Peraturan Menteri Komunikasi dan Informasi
No.07/P/M. KOMINFO/3/2007, yang ditandatangani Menkominfo
Sofyan Djalil, pada 21 Maret 2007, tentang Standar Penyiaran Digital
Teresterial untuk Televisi Tidak Bergerak di Indonesia, disebutkan
bahwa Pemerintah menetapkan DVB-T sebagai standar penyiaran TV
digital untuk pengguna tidak bergerak di Indonesia. Teknologi TV
digital ini dipilih karena memiliki banyak kelebihan dibandingkan
dengan TV analog. Teknologi ini punya ketahanan terhadap efek
interferensi, derau dan fading, serta kemudahannya untuk dilakukan
proses perbaikan (recovery) terhadap sinyal yang rusak akibat proses
pengiriman/transmisi sinyal. Perbaikan akan dilakukan di bagian
penerima dengan suatu kode koreksi error (error correction code)
tertentu. Teknologi ini juga mampu memultipleks beberapa program
sekaligus, di mana enam program siaran dapat ”dimasukkan” ke dalam
satu kanal TV berlebar pita 8 MHz, dengan kualitas jauh lebih baik.
Berdasarkan hal tersebut diatas, maka TVRI sebagai TV publik
memerlukan suatu perencanaan strategi yang tepat karena hal ini bisa
menjadi peluang sekaligus tantangan baik yang bersifat teknologis,
ekonomis, maupun psikologis. Dengan menganalisa data yang ada
dengan analisa matrik internal dan eksternal, SWOT dan matrik grand
strategy maka posisi LPP TVRI berada pada kuadran II yakni posisi WO
(weakness – opportunity) aggressive maintenance, maka diperlukan
strategi-strategi sebagai berikut: membeli peralatan transmisi dan studio
berteknologi digital secara bertahap, meningkatkan kualitas SDM guna
mendukung pelaksanaan penyiaran TV digital dan memperbaiki
peralatan transmisi yang rusak (analog) sehingga masyarakat yg kurang
mampu masih dapat menangkap siaran TVRI dengan baik.
