Analisis Dampak Bullwhip Effect Pada Produk Avtur dan ADO dengan Metode Periodic Review untuk Stabilitas Permintaan dalam Rantai Pasok

Penelitian ini bertujuan untuk menganalisis dampak Bullwhip Effect (BE) pada produk Avtur dan ADO sebelum dan sesudah menggunakan metode Periodic Review pada salah satu perusahaan migas di Indonesia, menentukan kebijakan produksi untuk mencegah Bullwhip Effect, dan identifikasi cara-cara untuk meminimalkan dampak tersebut. Bullwhip Effect merujuk pada fenomena amplifikasi perubahan permintaan di sepanjang rantai pasokan. Periodic Review digunakan dalam supply chain untuk mengevaluasi dan mengatur stok secara teratur dalam interval waktu tertentu. Penelitian ini menggunakan data historis STS (perencanaan), realisasi produksi dan data lifting (penyaluran). Hasil penelitian ini dapat menunjukkan tingkat keefektivitasan penggunaan periodic review dalam mengurangi BE. Sebelum menggunakan metode periodic review, BE > 1 pada produk avtur terjadi pada bulan Juni sebesar 1.08, Juli sebesar 1.01, dan Oktober 1.20. Sedangkan pada produk ADO BE >1 pada bulan Juli sebesar 1.95 dan bulan November sebesar 1.05. Setelah menggunakan periodic review nilai BE pada kedua produk < 1 yang artinya penggunaan metode ini dapat meminimasi nilai BE, dimana kebijakan produksi kedua produk memiliki service level dan lead time yang sama, namun terdapat perbedaan pada safety stock dan base stock pada masing-masing produknya. Terdapat juga beberapa cara yang dapat digunakan untuk meminimasi fenomena bullwhip effect yaitu menciptakan stabilitas harga, mengurangi lead time atau waiting time, meningkatkan akurasi peramalan, dan menggunakan machine learning yang digunakan untuk pengambilan keputusan.
