PENGUKURAN KINERJA DENGAN METODE BALANCED SCORECARD DI DEPARTEMEN MAINTENANCE PT BICC BERCA CABLES

Abstrak
Mengukur kinerja perusahaan dengan menggunakan metode Balanced Scorecard (BSC) diawali dengan analisis SWOT. Analisis ini bertujuan untuk mengetahui faktor internal dan faktor eksternal perusahaan. Dari hasil analisis ini maka akan diketahui kondisi di departemen maintenance saat ini dan strategi apa yang harus diterapkan. Kinerja karyawan merupakan salah satu tolok ukur keberhasilan suatu perusahaan sehingga perhatian serius terhadap pengelolaan SDM mutlak diperlukan. Selama ini, pengukuran kinerja yang dilakukan PT. BICC BERCA Cables hanya menilai softskill karyawan dan bersifat subyektif. Maka dari itu, perlu adanya pengukuran kinerja SDM secara komprehensif atau menyeluruh seperti pada Maintenance Dept. Tujuan dari penelitian ini yaitu, mengidentifikasi Key Performance Indicator (KPI) yang dapat merepresentasikan pencapaian kinerja SDM, mengetahui dan menganalisis hasil pengukuran kinerja SDM, dan mendapatkan usulan perbaikan untuk meningkatkan KPI yang tidak memenuhi target yang diharapkan dan mengidentifikasi KPI yang dapat merepresentasikan kinerja SDM. Hasil identifikasi kinerja SDM menghasilkan 10 KPI terdiri dari Hard Skill dan Soft Skill. Dan terdapat 4 item yang di KPI untuk ditingkatkan kinerjanya : MTTR Energy cable dari 3 jam menjadi 2.7 jam ( 8.33 % ), Expense Spare part dari Rp 138.274.851 menjadi Rp125.000.000 ( 9.6 % ) per bulan, Repair komponen electronic ,electrical dan mechanical dari Rp 30.000.000 menjadi Rp 40.000.000 ( 25 % ), Training dari 2x meniadi 3 x sebulan ( 50% ) dan Peningkatan Score Skill Matrix dari 70 menjadi 75 ( 7.1 % ).

Abstract
Measuring the company performance by using the method Balanced Scorecard ( BSC ) started by training analysis SWOT. This analysis aims to understand internal and external factors company. The results of this analysis then be known condition in the department of maintenance current and what strategy a to be applied. Employee performance is one measure the an enterprise so serious attention to human resource management absolutely necessary. So far, performance measurement held by PT.Bicc Berca Cables only judge softskill employees and is subjective. It needs performance measurement resources comprehensively or thorough as in maintenance dept. The purpose of this research is, identify Key Performance Indikator ( KPI ) out and analyze HR performance measurement results, and get a repair proposal to improve KPIS that do not meet the expected targets and identifying KPIS that can represent the performance of HUMAN RESOURCES. The results of the identification of HR performance generates 10 KPI consist of Hard skills and Soft Skills. And there are 4 items in the KPI for improved performance: MTTR Energy cable from 3 hours to 1.7 h (8.33%), Expense Spare part from Rp 138,274,851 to Rp 125.000.000 (9.6%) per month, the electronic component Repair, electrical and mechanical from Rp to Rp 30 million 40 million (25%), Training of 2 x meniadi 3 x a month (50%) and an increase in the Score Skill Matrix of 70 be 75 (7.1%).
