Sustainable infrastructure projects require technical competence and an engineer mentality that supports sound judgment, emotional regulation, creativity, and constructive stakeholder relations. This study aimed to identify individual-psychological and social-organizational problems affecting engineers in interactions among project owners, consultants, and contractors. A mixed-method grounded assessment was conducted using an internally developed 39-item, four-point scale, exploratory factor analysis (EFA), in-depth interviews, and a focus group discussion. The quantitative analysis involved 77 consultant respondents, while seven key informants represented project owners, consultants, and contractors. The data were suitable for factor analysis. Nine factors explained 74.915% of the variance: compliance, emotional condition, work motivation, problem solving, altruism, stereotypes, communication effectiveness, discrimination, and decision making. Compliance was the dominant factor (34.531%), whereas the qualitative findings showed that ineffective communication, constrained voice, emotional pressure, distrust, and inhibited creativity were the most visible problems in cross-stakeholder practice. The combined findings indicate that engineer mentality is multidimensional and shaped by the interaction between individual capacities and hierarchical, social, and organizational conditions.
